ABOUT THE HIGHLAND ACOHOL AND DRUGS PARTNERSHIP (HADP)
In January 2008, a Delivery Reform Group was established to improve alcohol and drug delivery arrangements and enSure better outcomes for services users. This group took account of the concordat between the Scottish Government and CoSLA and the single outcome agreements; the publication of the Stocktake Review of Alcohol & Drug Actions Teams and the parallel development of the nrew drugs and alcohol misuse Strategies. Subsequently, the Scottish Government issued guidance in April 2009 in the form of a new framework for local partnerships on alcohol and drugs.

Highland Alcohol and Drugs Partnership
Highland Alcohol and Drugs Partnership is the multi-agency strategic partnership focussed on alcohol and drugs misuse issues in our area. Members include those with an interest, such as NHS Highland, The Highland Council, Northern Constabulary and HMP Inverness.
There are a number of key stakeholders beyond the strategic group that are crucial to addressing the issues we have with alcohol and drugs in Highland.
HADP are responsibile for developing, implementing and reviewing the local strategy and this includes planning and decision making on where monies should be allocated.
AIM of HADP
In line with the National Framework for Local Partnerships on Alcohol & Drugs, and the local Community Planning Partnership structures, the Highland Alcohol and Drugs Partnership will lead on the development of a local alcohol and drugs strategy.

What do we want to achieve?
The HADP Strategy is to ensure the following outcomes:-
- Individuals and communities have access to information to support apositive and healthy attitude to alcohol and drugs
- Those in need are supported by high quality prevention and treatment services
- Individuals, families and communityes are actively engaged in the development and review of services.
- Individuals and communities in Highland are resilient and protected against substance misuse and related harms
- Communities in Highland and individuals within them affected by substance misuse are supported by well trained staff
- Children and Young People are kept safe from parental substance misuse
HADP Delivery Group
In order to implement the Strategy, HADP have set up a delivery group who are responsible for developing a workplan of activity which fits with HADP outcomes. This group is responsible for ensuring that work is carried out to address the following outcomes:-
- Effective integrated care pathway offering a flexible range of services from assessment to recovery is in place
- All relevant staff are appropriately trained and developed and confident in delivering best practice
- Health in Highalnd is maximised and communities feel engaged and empowered to make healthier choices regarding alcohol and drugs
- Principles and key features of the framework
- Individuals and communities are protected against substance misue harm
- Children are protected and build resilience through the joint working of adult and children's services
- The outcomes based framework is supported by a system of audit and quality assurance
Highland Alcohol and Drugs Partnership - Support Staff
The HADP Support Team have a role to support, advise, facilitate and provide guidance on alcohol and drug issues in highland. They co-ordinate information on best practice, link to national work and policy and provide the support to reporton performance locally i.e. how are we meeting the outcomes that have been agreed. HADP is chaired by Dr Margaret Somerville and supported by a dedicated team consisting of a Substance Misuse Strategy and Implementation Manager, a Statistics, Research & Information Officer, a Development Officer and Administrative Support.
